Bitcoin Security Consortium Pledges $15M to Prepare Bitcoin for Quantum Threats

Nine major financial and crypto institutions have formed the Bitcoin Security Consortium, pledging a combined $15 million over three years to fund Bitcoin security research and open-source development, with a particular focus on preparing the network for future advances in quantum computing.

The consortium includes BlackRock, Coinbase, Strategy, Anchorage Digital, ARK Invest, Block, Blockstream, Fidelity Digital Assets, and Galaxy — a lineup that spans the largest traditional asset manager in the world alongside foundational Bitcoin infrastructure companies.

Funding without governance

The group was careful to emphasize that the consortium will not direct Bitcoin development or take positions on proposed protocol changes. Instead, the $15 million will not be pooled; each member will independently choose which developers, researchers, or organizations to fund.

"Bitcoin Core developers do incredibly important work," said Robert Mitchnick, BlackRock's head of digital assets. The consortium's role, he suggested, is to ensure additional resources flow toward Bitcoin's long-term security needs without compromising the network's decentralized governance model.

Mike Schmidt, executive director of Bitcoin developer funding nonprofit Brink, will coordinate the consortium's work on a volunteer basis. The announcement did not disclose individual company contributions, initial recipients, or how much of the $15 million represents new commitments versus previously announced initiatives.

The quantum question

The timing reflects growing industry attention on the potential threat quantum computing poses to Bitcoin's cryptographic foundations. Bitcoin's security relies on the Elliptic Curve Digital Signature Algorithm (ECDSA), which sufficiently powerful quantum computers could theoretically break using Shor's algorithm.

Quantum computers capable of breaking Bitcoin's cryptography do not currently exist. However, researchers estimate that roughly 6.9 million bitcoin — approximately one-third of all mineable supply — could eventually be vulnerable if such machines are developed, according to CryptoQuant research. The figure includes coins held in addresses where public keys have already been exposed through previous transactions.

Deploying quantum-resistant cryptography across Bitcoin's decentralized network is a multi-year challenge. Proposals include BIP 360, which would introduce a new output type designed to limit public key exposure. Other approaches under discussion include post-quantum signature schemes and methods for migrating coins held in older, vulnerable addresses.

A separate Galaxy initiative

The consortium's launch comes days after Galaxy separately announced a $5 million initiative specifically targeting quantum-resistant signatures, wallet migration tools, and security audits. It remains unclear whether that commitment is included in the consortium's $15 million total or represents additional funding.

The overlapping announcements underscore how the quantum threat has moved from theoretical concern to active planning within the industry's largest players. BlackRock's involvement is particularly notable: the asset manager runs the largest spot Bitcoin ETF and has been steadily deepening its commitment to Bitcoin infrastructure.

Institutional stakes

The consortium reflects a broader shift in Bitcoin's stakeholder composition. What was once a network dominated by individual enthusiasts and early adopters is now increasingly maintained and funded by the world's largest financial institutions. These firms have billions of dollars of exposure to Bitcoin through ETFs, treasury holdings, and custody operations — giving them a direct economic interest in the network's long-term security.

Whether $15 million over three years is sufficient to address a challenge of this magnitude remains an open question. Bitcoin's protocol upgrade process is deliberately slow, requiring broad consensus across miners, developers, exchanges, and users. Technical work on quantum resistance has barely begun, and the coordination challenge of deploying changes across millions of wallets and addresses is formidable.

But the formation of the consortium signals that the industry's largest players are at least acknowledging the problem — and putting capital behind the effort to solve it.
